RLI Charter: As part of
this activity we have learned that in 1979 our corporation status was amended to
be "perpetual" and is recorded as such by the state of Michigan. As a
result, we no longer need to pursue signatures for charter renewal.
The text below remains to provide background information to those interested.
The state of
Michigan requires the charter for the lake association be renewed every 30
years. Our current charter expires in November. The main benefits the lake
association provides are weed control, boat ramp management, goose management,
and ramp and island maintenance. Without a lake association these benefits
would have to be managed by a lake board, a 3 person board for which Runyan Lake
would only have one representative. Runyan Lake property owners would have to
petition the lake board for any actions to be taken and then be assessed the
actual costs plus management fees plus assessment fees, significantly increasing
the costs of these benefits. We think you will agree Runyan Lake Inc. offers
many other great benefits to its members,
including the annual fireworks, representation for lake interests at Tyrone
Township and Livingston County, and our social activities for a cost far less
than most other area lake associations or lake boards.
During the 2010 Fall General Membership
Meeting the Membership directed the Board to collect signatures sufficient to
renew the RLI Charter for another 30 years. Our attorney has recommended
80% of the current RLI members agree to continue the lake association. By
providing your signature you are indicating you wish RLI to continue for another
30 years.
The language which would be added to our
bylaws is:
“On September 3, 2010, an
election was held to extend the life of the summer resort corporation known as
Runyan Lake Incorporated for a period of 30 years from November 10, 2010 to
November 10, 2040. The election was held pursuant to the Summer Resort
Corporation Act, Michigan Public Act 137 of 1929, and in all respects maintains
the authority of the corporation over the lands described above which are in and
about Runyan Lake.”

Goose Control:
The state of Michigan has
changed the permit requirements for goose removal for 2011 and beyond. A
petition with signatures showing 70% of the lakefront property owners are in
support of goose control is required. The petition is good for 5 years. We
believe everyone has benefited from the reduction in geese on Runyan Lake, and
island users have clearly seen the benefit. Geese also have a significant
negative impact on our water quality.
During the 2010 Fall General Membership Meeting the Membership directed
the Board to collect signatures sufficient to continue annual goose control.
Your
signature indicates you agree RLI should continue to manage geese on the lake,
via a permit from the MDNRE, allowing us to continue to round up the geese in
the spring using a licensed company as needed.

YES, 5 NO, 88% in favor. 33 waterfront property owners have not yet
responded.
RLI applied for, and was granted, a permit to round up geese during 2011.
